UNC Cannibalizes HBCU NC A&T Creator Given Praise
No statutory NCGS: 116-198.34. (8b) NC A&T/ UNCG Joint Millennial Campus  was designated as alleged,  and lawfully leased to Gateway Research Park, Inc. enabling Gateway to administer the educational, research, and economic development mission of Joint Millennial Campus.  

Lock'em Up : Did Gateway Research Park aided and abetted by UNC System Office, State Property Office,  Greensboro Business Organizations and UNC Greensboro, obtain state appropriations, lease of alleged NCGS: 116-198.34.(8b) NC A&T/ UNCG Millennial Campus, South and North Campus facilities and property by corruption, malfeasance and false claim and pretense. Pirating HBCU North Carolina Agricultural And Technical State University Memorandum of Understanding with the USDA, academic programs, research, land, and placing NC A&T students outside equal protections of the laws.
 

History and Background: A&T and UNCG Joint Millennial Campus (JMC) approved by UNC BOG on October 10, 2003; Gateway Research Park, Inc. provides operational oversight and owns the assets of the JMC; Two Campuses-Gateway North and Gateway South; 150 total Acres. Video 1
 
The [UNC-G] Associate Provost for Research and Partnerships serves on the Government Relations council for the Greensboro Partnership and through this role contributed to the lobbying efforts with the state legislators for funding for the Joint School of  Nanoscience and Nanoengineering.
The College [College of Arts and Sciences] was a central player in the continuing work to establish the Joint School of Nanoscience and Nanoengineering with NCA&T University. Degrees or programs being considered for the future· MS in Nanoscience and Ph.D. in Nanoscience. [UNC-G Curricular Planning, Academic Affairs Annual Report AY 2007/08] Emphasis added.
With significant support from the Greensboro Partnership, during the 2007 legislative session Gateway University Research Park, Inc. was awarded $58 million ($5  million as an appropriation and $53 million in COP's) for the construction of an approximately 100,000 square foot facility for the newly created Join School of Nanoscience and Nanoengineering (JSNN) eight million ($8 million) of the funding will be used for specialized equipment associated with nanoscience and the balance will fund the construction of the facility.

Rewrites G.S. 142, exempting Gateway University Research Park, Inc. ( the joint Millennial Campus between NC A&T and UNCG) from Articles 3,3B. #C,#D and8 of Chapter 143 for special indebtedness elated to purchase, construction or operation of capital facilities. These articles are the purchase, conservation, and contract laws for publicly owned construction projects.
Article 3: Purchases and Contracts
Article3B: Conservation of Energy, Water, and Other Utilities in Government Facilities.
Article 3C: Contracts to Obtain Consultant Services
Article 3D: Procurement of Architectural, Engineering, and Surveying Services
Article 8: Public Contracts
This revision would allow previously authorized COP's and appropriated cash funds to be transferred from UNCG and NC A&T to Gateway Research Park, Inc. to manage the construction projects. They would not be subject to all the state construction regulations listed above.

UNC Board of  Governors' 2023 document  institutions with millennial campus designations and the UNC System, do not indicate NCA&T/UNCG Joint Millennial Campus  was designated.  Extinguishing  alleged statutory NCGS: 116-198.34.(8b)  Joint Millennial Campus claim and lawfully leased to Gateway Research Park, Inc., enabling Gateway to administer the educational, research, and economic development mission of a Joint Millennial Campus.

 In North Carolina In North Carolina Agricultural And Technical State University, where the student made the bricks to build the building in which to be educated, the  LORD established a Land Grant  University where the sons
and  daughters of former slaves and slave owners, coal miners daughters  and sons, alleged trailer park trash, working people, and the disenfranchised World Wide, can potentially move pass their pass, working together through shared  experiences and competition, potentially embracing the ideal they don't have to  kill each other, as they prepare for their future in an education setting accessing world wide education opportunities at the highest levels. NC A&T working with others institutions shall established joint academic programs with other HBCUs expanding institutions offering  jobs with a future. His Plan    God Bless A&T Video 
 

North Carolina Agricultural and Technical State University (NC A&T) was established as the A&M college for the "Colored Race" in 1891.    HBCU  NC A&T, one of the state's two land grant institutions, has programs throughthe doctoral level. Its programs include engineering, arts and sciences, agricultural and environmental sciences, business and economics, education, nursing, technology, and graduates studies.  “ The expected roles of a land-grant institution, is teaching agriculture and engineering, and providing cooperative extension services”.  NC A&T's 2001 amend University Master Plan called for developing 75 acres  of land along East Lee Street targeted to develop new opportunities for both research and education in both the private and academic arenas between the University's technology and agricultural research and its students, which didn't include across-town historical white UNC Greensboro and its affiliated members of the Greensboro business community.
 
It is predicted that nano scale science will change the nature of almost every human-made product this century. Nanotechnology is Experimental.

NC A&T was 4th in Nanotechnology Research at North Carolina Universities
with $11 Million Dollars between 2000-2005 and UNC Greensboro was 11th of 13teen with  $44,999.

Historical Black Land Grant NC A&T was listed as University focus on Nanotechnology May 2005.
Crosstown PWI UNC Greensboro was not listed as a University focused on Nanotechnology and Gateway University Research Park did not exist.

The Joint School of Nanoscience and Nanoengineering will be a unique, interdisciplinary school, located at the South Campus of the Gateway University Research Park, the Joint Millennial campus of the NC A&T and UNCG. [5]

UNC SYSTEM \ STATE PROPERTY OFFICE TWO STEPS

UNC Constituent Universities and General Administration may acquire or dispose of property by lease. (UNC Policy Manual 600.1.3 ). Any proposal involving the acquisition or disposition by the institution of any interest in real property shall be recommended by the Board of Trustees.

All real property transactions that require approval beyond the campus level are to be initiated by submission of the Form PO-1 for acquisitions and  Form PO-2 for dispositions to the State Property Office. 600.1.4 (4.)  Upon the approval of the Board, the University's Associate Vice President for Finance and Property Officer forwards such proposals to the Council of State for final action.

Henderson, Director NC Department of Administration to State Budget Officer David McCoy soliciting input pertaining to Lease stated UNC-General Administration is pressing to move forward with the 50-year lease (the agreement with GCID has already been executed)."

With Greensboro Attorney, alleged lobbyist for city of Greensboro, Jim Phillips, Jr. Chair of the Board of Governors and  Erskine "Greensboro Boy" Bowles President of  UNC System Office setting the agenda. Subject of a policy discussion Nov. 2006, UNC Board of Governors 2007-2009 Budget Priorities November 10, 2006 called for Pending Board of Governors approval, funding for the creation of a joint Graduate School of Nanoscience  and Nanoengineering at NCA&T  and UNC-G's Millennium Campus,  notwithstanding  NCA&T Board of Trustees had not approved the proposal.
 
UNC BOG Committee on Budget and Finance, April 2006, approved recommending 1.3 million dollars for planning a Biotechnology Building at NCA&T to full BOG.  Proposed facility would enable NCA&T to support ongoing
and expanding research activities in bioengineering, biotechnology, and biomedicine.  NC A&T' biotechnology program is interdisciplinary and will incorporate research activities currently housed in the College of Engineering, College of Arts and Sciences, and School of Agriculture and Environment Sciences.  The Total cost of this project is $25 Million dollars.

  • In September 2005, a Management Services and Development Agreement
    (MSDA) between the GCID and NCA&T and UNCG was approved and executed by each party's respective board of Trustees. The MSDA formally established a working relationship between the two universities and the GCID for future development- Section I.F. of the MSDA states, "The Universities shall lease to GCID any or all property designated as the JMC, subject to necessary governmental approvals- Such leases shall be long term leases for nominal consideration.  emphasis added
  • In order to facilitate the GCID's ability to perform its role as manager/developer it was determined by counsel for the universities and the GCID to pursue a master lease for the properties identified as the JMC. This document has also been reviewed by the Office of the President.
