The greater Greensboro community has anxiously awaited the opening of the Union Square Campus for several years. The ribbon cutting ceremony finally arrived on Friday, Aug. 5 and no other entity was as excited or proud as North Carolina A&T State University.

As one of the campus’ inaugural and pioneering tenants, along with the University of North Carolina at Greensboro, Guilford Technical Community College, and Cone Health, N.C. A&T will house its accelerated Bachelor of Science in Nursing and Registered Nurse-Bachelor of Science in Nursing Completion entry programs.

The partnership is a result of A&T’s continued effort and commitment to remain on the cutting edge in collaboration and innovation. As a stakeholder and tenant of the Union Square Campus, the university continues to fulfill the mandates and requirements necessary to obtain its strategic goals of Preeminence 2020.

"Union Square Campus is an innovative approach to training our future leaders in health care. It will redefine traditional methods and is a way to strengthen public and private partnerships here in the Triad,” said Chancellor Harold L. Martin Sr. “It’s exciting to see this national model unfold.”

The 84,000 square feet campus, replete with state-of-the-art simulation and virtual technology will allow A&T’s School of Nursing to create transformational learning experiences for all of its nursing students. The State Property Office ask UNC-GA delegated authority for acquisition by lease be use to obtain the lease (s) for UNCG and NCA&T for the Union Square Campus initiative rather than sending it through State Property and Council of State.  UNCGA: We do not have a lease on record reflecting a UNCGA agreement for Union Square in Greensboro. Our records reflect that this was an agreement between NCA&T and UNC-Greensboro and other parties.
 
UNC Board of Governors delegated authority for NCA&T and UNC-G to approve annual property leases amount for $50,000 or less subject to prior approval from the Division of State Property and Council of State,  issued in the name of the State.

Created by  Action Greensboro, Union Square Campus is a key  initiative of Opportunity Greensboro, a working group of leaders from Greensboro businesses, foundations and higher education institutions.  This national model of collaboration is identifying and acting on opportunities to transform our wealth of educational assets into economic success—creating for Greensboro a competitive advantage for business growth.

The first campus building will focus on training and education for healthcare professions.  Nursing education at Union Square Campus will engage students at every level: 2-year Associates Degree, RN to BSN and  accelerated BSN programs, Doctor of Nursing Practice, and continuing education certificate programs.

The initial key stakeholder/tenants: UNCG, NCA&T, GTCC, and Cone Health.  The space would house expansion of the

THE UNIVERSITY OF NORTH CAROLINA 2013-15 Capital Budget Priorities call for UNCG Nursing/Classroom/Office Building 2014-15 Request (planning) – $13,133,200. The project would house the School of Nursing, which would occupy approximately 50% of the space.  Currently located in four buildings and space constrained, this project would allow the School of Nursing to expand its enrollment and realize the collaboration and efficiency benefits possible by being in one location.  Note: THE UNIVERSITY OF NORTH CAROLINA 2013-15 Capital Budget Priorities called for new facilities for NCSSM, UNC, UNCW, ASU, UNCC, UNCG, and ECU but no HBCU’s. 

March 15, 2016 bond issue approved providing a $105 million Nursing/stem building at UNC-G. The approximately 180,000 GSF new building will consist of laboratory and support space, academic teaching facilities, and offices .
 
 
NCA&T existing Nursing facilities consisted of 48, 000 Sq. Ft. refurbished Noble Hall. Adjacent Hines Hall was renovated ($1,700) in 2013to house NC A&T Simulation Center and Virtual leaning lab. NCA&T average Nursing enrollment 2009-2013 was 119students. The NCA&T (Tenant) projected 105 enrollment at Union Square constitute 88% of the average enrollment and 25,000 sq. ft. lease constitute a 50% expansion for Nursing facilities, at a time when the BOG was considering terminating the largest component of NCA&T’s BSN program - traditional nursing program. NCA&T will offer classes in this location for students in both its Accelerated Second Degree (ABSN - a program whereby individuals who already possess a bachelor's degree take an accelerated program to earn a degree in nursing) and RN-BSN (BSNC- those students who have already passed the nursing exam, but have not earned their bachelor's degree) programs. The Tuition in State for the ABSN and RN-BSN is $5420(1 year) and RN-BSN is$3534 per year, neither program Tuition will cover the approximate $6000 per enrollee lease payment to Union Square. Combining Union square public record information and figures in the public domain, based on maximum lease costs, leases will cost NC A&T $6000 , GTCC $$4, 200 and UNCG $ 9,500 per enrollee but will only cost Cone Health 168 per enrollee.  Cone Health 2,800 enrollees is seven times the Public University enrollment whose lease fee of $470,000 is the least lease fee for a token 500 sq. ft. of fixed space.  A&T will receive only 3000 sq. ft. while GTCC will receive 6,000 sq. ft. of fixed space for the same Lease fee of $587,500. UNCG enrollment of 232 is two hundred enrollee greater than the 32 students projected in their request to establish DNP degree which also said the university could house the program for three years using existing facilities.  Furthermore UNC Board of Governors 2015-16 & 2016-17 Strategic Capital Priorities call for spending $124,765,400 for UNCG Nursing and Instructional Building.

As you know, NCA&T and UNCG desire to present an item for action to the BOG, seeking authority to work with DOA and Council of State to enter a lease for space for our nursing programs.  Union Square Campus Inc. a non-profit entity formed for this collaboration will construct academic, laboratory and support facilities for the benefit of the Universities which would then be leased back to the Universities for a lease term of ten years.  It is anticipated that the space would be available by fall 2016 and a would allow for the accommodation of space needed for the Universities nursing programs.

The lease of this space will be accomplished within the guidelines, procedures and policies of the North Carolina Department of Administration and the Council of State.  It is recommended that the following resolution be approved and the request of the Universities be transmitted to the Council of State for final action.

 
NCA&TSU anticipates leasing approximately 25,000 sq. ft. at between $18 and $23.50 per sq. ft. per year. Total yearly lease payments would be between $450,000 and $587,500. This space would house enrollment expansion in the Bachelor of Science in nursing program and allow current students more access to state-of-the-art laboratory space.

UNCG anticipates to lease approximately 33,000 sq. ft. at between $18 and $23.50 per sq. ft. per year. Total yearly lease payments would be between $594,000 and $775,500. This space would house the new Doctor of Nursing Practice program, approved by the Board of Governors on February 21, 2014, as well as enrollment expansion in the Bachelor of Science in Nursing program.

The facility is intended to focus on healthcare professionals and will house expansion of the Universities’ programs in nursing, and Greensboro’s healthcare system, Cone Health, will use the facility to train staff.

It is recommended that North Carolina A&T State University be approved to lease up to 25,000 square feet at no more than $587,500 a year for 10 years and that The University of North Carolina at Greensboro be approved to lease up to 33,000 square feet at no more than $775,500 a year for 10 years, from USCI.

Acquisition of Space by Lease - NCA&TSU and UNCG: A vote was taken by the Committee on Budget and Finance  which pass committee and  subsequent was passed on the Consent Agenda by the full Board of Governors.

North Carolina A&T’s nursing program failed to meet the minimum passing rates on the NCLEX-RN set by the BoG and the NC Board of Nursing. The passing rates for the campus over the past five years, along with the BoG minimum passing rates and Board of Nursing three-year averages since 2008, are as follows:
 

The low passing rate in 2010 contributed to a three-year average passing rate of 72%, which was below the Board of Nursing standard of 84% for first-time writers from 2010-12. The NC Board of Nursing requires programs to perform at or above 95% of the national passing rate each year. The three- year average passing rate of 72% resulted in the Board of Nursing placing the nursing program at NC A&T on warning status for the second year in a row.

Specifically, the motion approved by the Board was as follows:
 

“The 2013 Nursing Report is for informational purposes only and does not require a motion to accept. However, in 2012 North Carolina A&T State University received a waiver from the Board of Governors’ policy which would have required the initiation of program termination procedures. This waiver was granted under the condition that North Carolina A&T State University 2013 test takers would meet Board of Governors’ NCLEX-RN passing rate standards. I move that new admissions to the nursing program be suspended for all students admitted after 2014 and a panel convened within sixty days to review possible program elimination at North Carolina A&T State University.”

 

In his May 2014 charge to the review team, UNC President Tom Ross requested “a full and comprehensive review of program strengths and weaknesses, student demand and employer need for additional baccalaureate nurses, the full costs of program delivery, and potential net savings (or losses) to the institution, the system, the state, and employers of full or partial program closure.” Emphasis added


Acquisition of  Space by Lease : The space would house expansion of the university nursing programs, community college nursing programs, and training facilities for Cone Health.  If NC A&T Nursing program is close the university doesn't require a lease is required by the university.

UNC General Administration President Dr. Thomas Ross April 24, 2014 reported to the Committee on Budget and Finance his approval of  University of North Carolina at Wilmington - Disposition of Real Property by Lease. The write up says the President was authorized to approve Delegated Campuses that can  self-approve leases valued annually up to $500,000.  NC A&T and UNCG are not Delegated Campuses that could self-approve leases therefore were not eligible for President of  UNC System delegated authority to approve  their Union Square leases; Furthermore NC A&T and UNCG  maximum Union square lease value exceed the President authority.

,  Committee on Education Planning, Policies, and Programs received for informational purposes the  2014 annual  Nursing (NCLEX-RN) report for academic year 2013.  Board Policy [UNC Policy 400.1.7.] requirement is  the President will ask the Board to initiate program termination procedures for any program having first-time passing rate of less that 75% for two consecutive years. NC A&T had not achieve the BoG minimum pass rate of 85% for four consecutive years. Yet President Ross, former UNCG Board of  Trustee's Chair, had not requested the Board initiate nursing program termination.  The Ed Planning Committed on its own motion would move for the full Board to consider program termination, which was approved by the full board.  December 2014 the North Carolina Agricultural & Technical State University Nursing Program Review Report to University of  North Carolina President Tom Ross was considered  and standard established for program elimination and continuation. link

Whereas the schedule for the project, subject to receipt of all anticipated sources of funding, proposes construction beginning in early 2015 and completion and opening of the first building of the campus in the summer of 2016. The City Council herby directs the City Manager and staff, working with the organizers of Union Square Campus, the Redevelopment Commission and Master Developer, to develop a funding methodology that utilizes current and anticipated revenues from existing City revenue sources to help support the following items: Provide up to 2 acres of land within the site and 250 parking spaces (surface or as part of a deck to service multiple users) at no cost to the Campus and, provide up to $500,000 toward site development, other infrastructure, and construction costs. In addition, the City Manager and staff are directed to begin development of a plan to enhance the street scape in the vicinity of the site. The schedule for the project, subject to receipt of all anticipated sources of funding, proposes construction beginning in early 2015 and completion and opening of the first building of the campus in the summer of 2016.
 

SALE AND DEVELOPMENT AGREEMENT

The Component Developer shall provide, prior to commencement of construction of any Improvements, such documentation as may be required by the Commission to evidence the projected construction costs and the Component Developer’s financial ability, through capital contributions, grants, loans or otherwise, to complete the improvements in accordance with this Agreement.

UNC Board of Governors incompetence on display as NC A&T 2015 NCLEX-RN scores fall below board standards again

Board of Governors policy 400.1.7, arbitrary and captious reinstated NC A&T suspended BSN Nursing program under the nebulas pretext, NC A&T Spring 2015 graduates achieved an 89.3% NCLEX passing rate for first time test takers, meeting the Board 85% annual standard.   At the time of reinstatement  NC Board of Nursing  web  indicate NCA&T NCLEX-RN score for First time test writers FOR YEAR 2015 AS OF 01/01/2015 TO 09/30/2015, was  was 76% , nine  percentage points below UNC 85% standard,  two points above closure, and before the Sept. thru December results were available.  It maybe the coffee, bottle water, or tea which allow the Buffoons not to realize the scope and impact of  their illusion, that which  every UNC System institution and community college with a nursing program may know, the arbitrary and captious reinstatement of NCA&T BSN program didn't improve the quality of education in North Carolina nor at NCA&T.  The NCA&T reinstatement  vote took place against a backdrop of the General Assembly corporate welfare appropriation $2,000,000 in nonrecurring funds for 2015-16 for the Union Square Campus, Inc., a non-profit entity providing nursing education and training facilities in Greensboro,  paid for  in part by University Leases.  
 
In 2012 A&T received a waiver from BOG policy that would have required the initiation of program termination procedures because the nursing program posted first-time passing rates of less than 75% for two consecutive years. This waiver was granted under the condition that A&T ‘s 2013 test takers would meet Board of Governors’ NCLEX-RN passing rate standards of 85%. A&T’s 2013NCLEX-RN pass rate was 81%.    In its April 2014 meeting, the Board of Governors completed its annual review of the National Council Licensure Examination for Registered Nurses (NCLEX-RN) first-time writers’ pass rates for graduates of the nursing programs across the University system. Subsequent to that review [UNC 2013 Nursing Report] and in keeping with UNC Board of Governors policy 400.1.7, the Board suspended new admissions to the BSN program at NC A&T State University’s School of Nursing after 2014 and called for a full review of the program. UNC Board of Governors Nov. 2015 approved a  Decision Tree for Monitoring NCLEX-RN pass rates at NC A&T for 2014-2016. NC A&T graduates who take the exam in calendar year 2015 (i.e., the pass rate presented in the UNC Nursing Report in 2016):

If the pass rate is less than the UNC Board of Governors policy standard but greater than or equal to 75%, maintain the enrollment suspension and re-evaluate the NCLEX-RN pass rate for calendar year 2016 (i.e., the pass rate presented in the UNC Nursing Report 2017).

The  2016 UNC Nursing Report for calendar year 2015  was not considered for reinstatement and has not yet been reviewed by the Board of Governors. Link
