existing Nursing facilities consisted of 48, 000
Sq. Ft. refurbished Noble hall. Adjacent Hines
Hall was renovated ($1,700) in 2013 to house NC
A&T Simulation Center and Virtual leaning lab.
NCA&T average Nursing enrollment 2009-2013 was
119 students. The NCA&T (Tenant) projected 105
enrollment at Union Square constitute 88% of the
average enrollment and 25,000 sq. ft. lease
constitute a 50%
expansion
for Nursing facilities, at a time when the BOG
was considering terminating the largest
component of NCA&T’s BSN program - traditional
nursing program. NCA&T will offer classes in
this location for students in both its
Accelerated Second Degree (ABSN - a program
whereby individuals who already possess a
bachelor's degree take an accelerated program to
earn a degree in nursing) and RN-BSN (BSNC-
those students who have already passed the
nursing exam, but have not earned their
bachelor's degree) programs. The Tuition in
State for the ABSN and RN-BSN is $5420(1 year)
and RN-BSN is $3534 per year, neither
program Tuition will cover the approximate $6000

University Nursing Program Review Report dated
October 31, 2014 was considered at Board of
Governors Meeting December 5, 2014. The
Board adopted recommendations shown in part: (1)
continue the suspension of the admissions into
the traditional BSN program at NC A&T and
teach-out the
existing students unless the first
time pass rate on the NCLEX-RN in 2014, 2015, or
2016 meets or exceeds the BOG standards.
Notwithstanding the traditional Bachelor of
Science in Nursing (BSN) degree faced potential
elimination and the university was instructed to
examine costs of the nursing program. In 2014
and 2015 NCA&T NCLEX-RN percentages for
first-time test writes was 77 % and 76%. Public

BYLAWS OF THE
BOARD OF TRUSTEES OF NORTH CAROLINA AGRICULTURAL
AND TECHNICAL STATE UNIVERSITY: Any proposal
involving the acquisition or disposition by the
institution of any interest in real property
shall be recommended by the Board of Trustees
and must be approved by the Board of Governors;
provided that if the proposal involves an
interest in real property that is valued at less
than $50,000, the Board of Trustees may
authorize such transaction and proceed to obtain
the necessary approvals from appropriate State
officials and agencies. Regulations on Required
Clearances for Real Property Transactions 4. All
real property instruments are to be entered into
in the name of the State of North Carolina, not
the constituent institution, regardless of
whether signed by the Governor, the chancellor,
or some other official.

WHEREAS, North
Carolina Agricultural and Technical State University’s
proposed site for the new Pavilion is adjacent to the
farm areas located within the city limits; WHEREAS,
the Greensboro city requirement is that all new
original requests for water and sewer from properties
located outside of the city limits require annexation
into the city as part of their Comprehensive 2025 plan;
and
WHEREAS North Carolina Agricultural & Technical
State University is requesting approval for the City of
Greensboro to rezone 116 acres and annex this portion of
the farm for the purposes of obtaining water and sewer
services.

responsible for collecting and presenting
statistical data and information for the nation;
classifies Nanoscience and Nanoengineering as
Nanotechnology CIP 15.1601: Engineering
technologies and Engineering related fields.
UNC Board of Governors January 2007 authorized
UNC Charlotte, which has an Engineering School,
to offer a Ph.D. in Nanoscale Science. Offering
Nanoscale Science was not a Substantial Change
as defined by the SACS for UNC Charlotte. Nov.
2012 UNC Board of Governors authorized a
Master’s in Nanoengineering to Land Grant
Institution NC State, which has an Engineering
School. Offering a MS in Nanoengineering was not
a Substantial Change as defined by the SACS for
NC State. Historical black North Carolina A&T,
as one of the state's two land grant
institutions, has programs through the doctoral
level. Its programs include engineering, arts
and sciences, agricultural and environmental
sciences, business and economics, education,
nursing, technology, and graduates studies. “The
expected roles of a land-grant institution, is
teaching agriculture and engineering, and
providing cooperative extension services”.
Consistent with other engineering schools in the
UNC System offering Nanoscience and
Nanoengineering programs are not Substantial
Changes as defined by the SACS and consistent
with the education, curricular, mission and
goals of NC A&T State University. |
UNC Policy Manual 400.1.1.1[G] : A degree
program is a program of study in a discipline
specialty that leads to a degree in that
distinct specialty area at a particular level of
instruction. As a general rule, in order to be
considered for
degree
program status, a course of study should require
at least 27 semester hours in the proposed
program area at the undergraduate level; at
least half the number of hours required for the
degree at the master’s level; and at least 21
hours in the proposed program area at the
doctoral level. |
