NCA&T existing Nursing facilities consisted of 48, 000 Sq. Ft. refurbished Noble hall.   Adjacent Hines Hall was renovated ($1,700) in 2013 to house NC A&T Simulation Center and Virtual leaning lab. NCA&T average Nursing enrollment 2009-2013 was 119 students.  The NCA&T (Tenant) projected 105 enrollment at Union Square constitute 88% of the average enrollment and  25,000 sq. ft. lease constitute a 50% expansion for Nursing facilities, at a time when the BOG was considering  terminating the largest component of NCA&T’s BSN program - traditional nursing program.    NCA&T will offer classes in this location for students in both its Accelerated  Second Degree (ABSN - a program whereby individuals who already possess a bachelor's degree take an accelerated program to earn a degree in nursing) and RN-BSN (BSNC- those students who have already passed the nursing exam, but have not earned their bachelor's degree) programs.  The Tuition in State for the ABSN and RN-BSN is $5420(1 year) and RN-BSN is $3534 per year, neither program Tuition will cover the approximate $6000 per enrollee lease payment to Union Square  Video

North Carolina Agricultural & Technical State University Nursing Program Review Report dated October 31, 2014 was considered at Board of Governors Meeting December 5, 2014. The Board adopted recommendations shown in part: (1) continue the suspension of the admissions into the traditional BSN program at NC A&T and teach-out the existing students unless the first time pass rate on the NCLEX-RN in 2014, 2015, or 2016 meets or exceeds the BOG standards. Notwithstanding the traditional Bachelor of Science in Nursing (BSN) degree faced potential elimination and the university was instructed to examine costs of the nursing program.  In 2014 and 2015 NCA&T NCLEX-RN percentages for first-time test writes was 77 % and 76%.  Public record documents indicate, NCA&T Chancellor Harold “Shine“ Martin, Sr. signed off on Leased Agreement Union Square Campus, Inc.  (Landlord) and North Carolina A&T State University (Tenant) January 20th 2015.
BYLAWS OF THE BOARD OF TRUSTEES OF NORTH CAROLINA AGRICULTURAL AND TECHNICAL STATE UNIVERSITY: Any proposal involving the acquisition or disposition by the institution of any interest in real property shall be recommended by the Board of Trustees and must be approved by the Board of Governors; provided that if the proposal involves an interest in real property that is valued at less than $50,000, the Board of Trustees may authorize such transaction and proceed to obtain the necessary approvals from appropriate State officials and agencies. Regulations on Required Clearances for Real Property Transactions 4. All real property instruments are to be entered into in the name of the State of North Carolina, not the constituent institution, regardless of whether signed by the Governor, the chancellor, or some other official.
 
Unambiguous Acquisition of Space by Lease Union Square Campus, Inc. (Landlord) and NCA&T and UNCG (Tenants) leases were not approved by the necessary State officials and agencies and were not in the name of the State of North Carolina.
 
NC&AT Board of Trustees voted Friday to approve annexation of  116 acres of NCA&T Farm into the City limits without asking any questions. Either the board had all the answers and didn't know what to ask. City ordnances may prevent raising farm animals on annexed Farm property requiring elimination or relocation of Poultry and other Building at NC A&T expense
WHEREAS, North Carolina Agricultural and Technical State University’s proposed site for the new Pavilion is adjacent to the farm areas located within the city limits; WHEREAS, the Greensboro city requirement is that all new original requests for water and sewer from properties located outside of the city limits require annexation into the city as part of their Comprehensive 2025 plan; and
WHEREAS North Carolina Agricultural & Technical State University is requesting approval for the City of Greensboro to rezone 116 acres and annex this portion of the farm for the purposes of obtaining water and sewer services.

In 2005 A&T Board of Trustees considered annexing the entire farm into the city limits. Public Record audio indicate annexing the farm into the city limits would in pare  operation of the farm- specifically housing farm animals inside the cityV
McConnell Road, which has 45 mph and 35 mph speed zones, on the perimeter of A&T Farm is one of two main thoroughfares for School bus and vehicle traffic in East Greensboro. Turn into A&T farm would constitute a public safety issue. V

Historical black land grant North Carolina Agricultural and Technical State University’s (NCA&T) 2001 amended University Master Plan called for developing 75 -acres of its farmland at 2900 East Lee Street as a University Millennial Campus, to create new opportunities in the private and academic arenas between the University's, engineering, technology and agricultural research and its students - which didn’t include across town historical white Liberal Arts UNC- Greensboro.

Emerging from a legislative mandated  study ,Staying a Step ahead, to ensure  the State's citizens are academically prepared and equipped for current job opportunities and jobs of the future in North Carolina's  growing knowledge economy, which  stated:

Take advantage of the opportunities provided by the Millennium Campus Act to lead Collaboration and innovation effort with industry.

Staying a Step ahead in aspects mirrored Legislative enactments and existing UNC Strategic directions -  road maps for regional business interest to exploit taxpayer funded institutions of higher education assets, faculty, research and students –  that  explicitly referred to research clusters created by HBCU NCA&T.

 
In HB 1264(7)(2003-04)  Legislature mandated the Board of Governors emphasized existing and new programs at Liberal Arts  Universities specifically aimed at meeting business, industry, workforce, and career needs of North Carolina in the State's changing and growing knowledge-based economy, taking into account, as appropriate, State and regional economic strategies.
 
UNCG, the former Historical white Woman’s College of the UNC system, has a strong tradition in the Liberal Arts.  With the source of enrollment growth being minorities as white enrollment leveled off across the University of North Carolina,   Guilford Technical Community College experiencing record enrollment, ECPI University, and ITT Tech offering addition technology based education in the Triad education market place. What’s left on the plate for HWI Liberal Arts UNCG with a potential national and regional prominent HBCU NCA&T across town?
Would the political astute business organization affiliate with UNC Greensboro use political connections to reposition HWI UNCG in and HBCU NCA&T out? UNC at Greensboro formulated a 2003-08 academic plan to establish a joint millennial campus with NCA&T.?
 
Notwithstanding NCA&T's 2001 Master Plan update calling for establishing a university Millennial Campus at the farm, credited in the media as the work of UNC-G district NC Senator Kay Hagan, June 30, 2003, the General Assembly, Session Law 2003-294, Section 6.20, reallocated former Central School of the Deaf to UNC BOG to be used for the establishment of Millennium campuses of the University of North Carolina at Greensboro and North Carolina Agricultural and Technical State University.

NCGS § 116-11. (14) The Board shall possess all powers not specifically given to institutional boards of trustees. Any proposal involving the acquisition or disposition by an institution of any interest in real property shall be recommended by the board of trustees. NC G. S.: 116-198.34 (8b): upon formal request by the constituent institutions, the Board of Governors may authorize two or more constituent institutions which meet the requirements of this section to create a Joint Millennial.

Notes for the Record and accompanying Public Record documents alleged the NC A&T JMC Resolution was recommended by Chancellor Renick, unanimously approved by the Board of Trustees, and certified by Dr. Gerald L. Truesdale and Dr. Velma Speight-Buford as Vice Chair and Secretary of the Board of Trustees. NCA&T Audit Report July 2002 to June 2003 listed Speight-Buford as Vice Chair. NCA&T BOT Bylaws (F. Minutes] Minutes of a regular or special meeting of the Board of Trustees shall be included in the agenda for the succeeding meeting. To establish a Joint Millennial Campus for North Carolina A&T State University (NCA&T) and The University of North Carolina at Greensboro (UNCG)

·       75 acres of property located adjacent to the NCA&T Farm and located on Lee Street; 
Approximately 75 acres of property and facilities formerly known as the Central North Carolina School of the Deaf

Stealing A&T's Praise: Ask UNC Board of Governors  &  Chancellor Dr. Harold Martin where are NC A&T's Nanoscience M.S. and Ph.D. degrees?
UNC Board of Governor May 7, 2007, established Joint School of Nanoscience and Nanoengineering (JSNN): to offer [a] joint interdisciplinary Ph.D. [Nanoscience ] degree and [a] joint professional science master’s [Nanoscience] degree; Graduate degrees will be awarded jointly by both universities.  
"It [JSNN] will be one of the most stimulating opportunities in the history of the area and will serve as a national model for collaboration between two institutions,
one an historical black institution and the other an historical white female institution."

NCA&T/UNCG submitted Joint Request for authorization to Establish” Ph.D. in Nanoscience” dated Oct. 10, 2008, and  Joint Request for

authorization to establish “Master of Science (in Nanoscience)” dated Nov. 21, 2008  for authorization to UNC General Administration.
 
The National Center for Educational Statistics (NCES) responsible for collecting and presenting statistical data and information for the nation; classifies Nanoscience and Nanoengineering as Nanotechnology CIP 15.1601: Engineering technologies and Engineering related fields.  UNC Board of Governors January 2007 authorized UNC Charlotte, which has an Engineering School, to offer a Ph.D. in Nanoscale Science. Offering Nanoscale Science was not a Substantial Change as defined by the SACS for UNC Charlotte. Nov. 2012 UNC Board of Governors authorized a Master’s in Nanoengineering to Land Grant Institution NC State, which has an Engineering School. Offering a MS in Nanoengineering was not a Substantial Change as defined by the SACS for NC State. Historical black North Carolina A&T, as one of the state's two land grant institutions, has programs through the doctoral level. Its programs include engineering, arts and sciences, agricultural and environmental sciences, business and economics, education, nursing, technology, and graduates studies. “The expected roles of a land-grant institution, is teaching agriculture and engineering, and providing cooperative extension services”. Consistent with other engineering schools in the UNC System offering Nanoscience and Nanoengineering programs are not Substantial Changes as defined by the SACS and consistent with the education, curricular, mission and goals of NC A&T State University.

UNC Policy Manual 400.1.1.1[G] : A degree program is a program of study in a discipline specialty that leads to a degree in that distinct specialty area at a particular level of instruction.   As a general rule, in order to be considered for

degree program status, a course of study should require at least 27 semester hours in the proposed program area at the undergraduate level; at least half the number of hours required for the degree at the master’s level; and at least 21 hours in the proposed program area at the doctoral level.


“Although the degree is in Nanoscience (does not include Nanoengineering), students will be given the opportunity to take relevant courses at
the School of Engineering at North Carolina A&T University and will be able to work on collaborative projects with faculty in the School of Engineering”. 

 Historical Black NC A&T Carrying Historical White UNCG:  Recommended by the "Greensboro Boy" Erskine Bowles Administration the Board of Governors approved the establishment of stand-alone MS in Nanoscience on November 13, 2009, and  establishment of the Ph.D. program in Nanoscience on January 8, 2010, at  UNCG  requiring access to NC A&T  academics and research, which excluded A&T.
